Due to subtle differences between Bytes32 and UInt256 the changes failed

Change the unit test execution to use the Junit5 JUnitPlatform. This
allows for a mix of junit 4 and junit 5 tests and for a gradual
migration to junit 5 instead of a big bang. One class depended on
junit 4 exceptions and was updated. Two tests depending on
native libraries fail gracefully on mac (and only mac).

Move EVM to a standalone module
Move the EVM classes to a standalone module. This is mostly moves but
some API re-resign to peel out some features not essential to the EVM,
such as privacy support and ties to the data storage subsystem.

We were creating new in-memory storage segments each time we were
supposed to be retrieving it which prevented me from being able to test
what keys ended up being stored in that segment.

Since the EIP-1559 transition is going away, simply use a set of
accepted transactions for transaction validator that we'll check
against.
Don't assume that there are two transaction types and instead check
what type the transactions are.
Use guessType when we're deserializing from json.

The change from create to DEFAULT was something that I saw was needed
to keep the reference tests performant in the upcoming EIP-2718 changes.
The change from reading the whole mainnet genesis to reading just the
config portion came from OutOfMemoryErrors in the reference tests when
running normalizeKeys.
Also moved them to ProtocolTestFixture since they're only used by tests.

Moves TransactionInvalidReason to top level so it can be accessed by
privacy code while also allowing the TransactionValidator to be
collapsed as it's only used on the permissionless side.

This PR add the support to DNS. By default Besu refuses the use of a DNS but it is possible to use it by adding the following flag --Xdns-enabled=true. Adding this flag will resolve the hostname when starting besu and then it won't change
If there is a need for a more dynamic update (eg for permissioning) add also this flag --Xdns-update-enabled = true ( this will query the DNS every time. So you must trust the DNS on which you are looking for the IP)
