Refactor crypto, datatypes, and plugin-api to reduce plugin APIs in the EVM.
Split crypto into crypto services and crypto algorithms
Reverse the dependency between datatyps and plugin-api.
Remove plugin Hash and Address types (use datatypes)
Move PublicKey and Quantity into datatypes.
Lots of changes to imports and build files, and some fromPlugin calls removed.

10.4 revision of reference tests has notable changes
* Nonce can be up to 2^64-1, with some opcode and validity interactions specced in eip-2681
* Wei fields can be up to 2^256, tests check for rollover
* VM Tests were removed
* Legacy Tests were removed
* Reference tests make it clear that transactions with a maxPriorityFee of zero are valid. Perhaps useless, but still valid.
* Adding validation hooks in the out-of-chain test execution. These validations are caught in full-chain execution, just not in conveniently places for integration testing.
* This does not transaction tests support for the "merge" fork, as the release notes marked it as an "upcoming" feature.

* Fix json-rpc HTTP tests [#535]
The `o.h.b.e.a.j.JsonRpcHttpServiceTest#exceptionallyHandleJsonSingleRequest` and `o.h.b.e.a.j.JsonRpcHttpServiceTest#exceptionallyHandleJsonBatchRequest` tests were throwing ClassCastException in `o.h.b.e.a.j.JsonRpcHttpService#validateMethodAvailability` which wasn't ever catched, returning status 500 by default, but that wasn't the use case aimed to test. Another test running an exceptional method is `o.h.b.t.a.p.EnclaveErrorAcceptanceTest#whenEnclaveIsDisconnectedGetReceiptReturnsInternalError` which validates an "Internal Error" proper json-rpc response. I changed the first two tests to be consistent with the later one.

Change the unit test execution to use the Junit5 JUnitPlatform. This
allows for a mix of junit 4 and junit 5 tests and for a gradual
migration to junit 5 instead of a big bang. One class depended on
junit 4 exceptions and was updated. Two tests depending on
native libraries fail gracefully on mac (and only mac).

Move the EVM classes to a standalone module. This is mostly moves but
some API re-resign to peel out some features not essential to the EVM,
such as privacy support and ties to the data storage subsystem.

Experimental backup and restore via `operator x-backup-state` and `operator x-restore-state` CLI commands. Besu needs to be in a non-operational state for the backup and restore to occur. Restore has only been tested into an empty database, not on top of an existing database.
This feature is not advised for production use at the moment.

This change allows the newly defined "SecurityModule" to work against a generic API, while the NodeKey interface adapts these generic types to the types already used throughout Besu (i.e. those defined in Secp256k1).

Generate the blocks.bin file from the json source. The approach used is
to just run the besu import commands as a part of the build script.
This removes a magical binary file from the test files that is now
generated from human readable json.

Add support for working within Network Address Translation (NAT) environments.
This adds a CLI flag `--nat-method` with two options, `NONE` (the default and
current behavior) and `UPNP.` `--nat-method` will affect what IP address and
ports are advertised via the P2P discovery and other APIs that report the
address and port for P2P actions.
`UPNP` is intended for a typical home or small office environment where a
wireless router or modem provides NAT isolation.

Implements a GraphQL interface to expose data that conforms to EIP-1767. As the EIP specifies, the implementation should allow “a complete replacement to the read-only information exposed via the present JSON-RPC interface”.
Supported CLI options:
* `--graphql-http-enabled` to enable GraphQL
* `--graphql-http-host` and `--graphql-http-port` to configure the host and port.
* `--graphql-http-cors-origins` to set the CORS-origin policies
* The `--host-whitelist` option is respected. This option also applies to JSON-RPC and WS-RPC endpoints.
Default port is 8547. The endpoint is `/graphrpc`, so the default URL is typically `http://127.0.0.1:8547/graphql`
