* Return plugin-api to the main repo
* Spotless
* Migrate all external plugin-api references to the project in this repo
* Add licence header
* Update repo reference for publish, even if commented
* Use real configuration for publishing plugin-api
This was tested with the
`:plugins:publishMavenJavaPublicationToMavenLocal` task and checking the
local Maven repo to make sure it was using the correct paths

* update web3j 4.5.0 + use pantheon module in favour of core
* remove custom eea/privacy rpc calls -> use web3j instead
* overhaul the conditions -> web3j does the polling for receipts for us
* re-define a PrivacyNode - it is an object that holds a PantheonNode and an OrionTestHarness
* do not start OrionTestHarness prematurely - calling PrivacyNode.start() will start an Orion node followed by it's accompanying Pantheon node
* stop and close resources properly -> clean-up removes the created temporary directories correctly

This reverts commit b0238318f171078aa7097d3339988419d56592b5. Causes intermittency because of hard coded port 8545.

In most places the RPC gets dropped. In a few places it made more sense
to rename to GraphQLHttp when we are talking about the HTTP Server and
service.

Move RocksDBStats to it's own module. This also brings metrics to
metrics:core since none of our other module have nested modules but
they have peer modules.

* [PRIV-41] Use metrics system for private state db
- Use PrivacyParametersBuilder to build PrivacyParameters
- refactor PrivacyParameters to expose default options
- refactor test builders to use PrivacyParameters.DEFAULT
- Use URI in Enclave
* Fix: enclave tests from bad merge
* Fix privacy acceptance tests after db configuration changes
* Switch to use nested class for PrivacyParametersBuilder

* Set system property correctly so acceptance tests actually use the process runner.
* Update ProcessPantheonNodeRunner to use the new CLI options and support additional features now required.

* Plumb in three more metrics
* add blockchain_height gauge
* add blockchain_difficulty_total gauge
* add blockchain_announcedBlock_ingest histogram
This involved some deep pluming such that the metrics system needs to be
created in the PantheonCommand, along with trickle down effects into other
consensus engines. This is likely where it should live anyway.

Upgrade dependency versions
* All version information is merged into one place
* Upgrade most version to their latest non-test version.
* dependencies are now sorted
Two dependencies were not upgraded:
errorprone - There are new checks that require build or source changes.
vertex - The license to eclipse 2.0 which is not in our current approved license list.
The change is trivial but for tracability it should be done alone.
