Refactor crypto, datatypes, and plugin-api to reduce plugin APIs in the EVM.
Split crypto into crypto services and crypto algorithms
Reverse the dependency between datatyps and plugin-api.
Remove plugin Hash and Address types (use datatypes)

Introduce BftProtocolSchedule with a copy of MutableProtocolSchedule.getByBlockNumber.
This method will be deleted from the ProtocolSchedule interfaces and so will only exist in BftProtocolSchedule.
Use BftProtocolSchedule in CombinedProtocolScheduleFactory.
Move getScheduledProtocolSpecs into BftProtocolSchedule since it is only used by CombinedProtocolScheduleFactory.
Rename existing BftProtocolSchedule classes to append Builder for clarity.

It's now only used by the tests following removal of production code paths in 08b822a860
A simple decorator pattern would have been a nicer implementation but I didn't want to expose the protocolSpecs from within the schedule hence why I've used inheritance.
ForksIdsNetworkConfigTest has a particularly hairy construction since it relies on TransitionProtocolSchedule but I've isolated this as an inner class.
I am hopeful that we can refactor ForksIdsNetworkConfigTest out of existence eventually and avoid using streamMilestoneBlocks at the same time.

- Added missing javadocs so that javadoc doclint passes against JDK 17 (invoke by Besu gradle build).
- Exclude following packages from javadoc lint:
org.hyperledger.besu.privacy.contracts.generated
org.hyperledger.besu.tests.acceptance.*
- Temporarily exclude ethereum and evm submodule for doc lint checks.
- Run the javadoc task using GitHub actions (use Java 17) to report any javadoc errors during the PR builds
- Updating plugin-api build.gradle with new hash as javadoc comments caused it to change

Add a new way to synchronize which is X_CHECKPOINT. This mode is experimental so use it at your own risk. This mode allows you to do like a snapsync but starting from a specific checkpoint instead of starting from the genesis.
This checkpoint will be in the genesis configuration of each network. To add the checkpoint mechanism in a network you just have to add the checkpoint section in the genesis.
Currently there is a checkpoint for ropten, goerli and mainnet.
Mainnet on i3.2xlarge <6 hours
Goerli on i3.2xlarge <1 hours

Change the unit test execution to use the Junit5 JUnitPlatform. This
allows for a mix of junit 4 and junit 5 tests and for a gradual
migration to junit 5 instead of a big bang. One class depended on
junit 4 exceptions and was updated. Two tests depending on
native libraries fail gracefully on mac (and only mac).

Call the shutdown task async to allow the BftProcessor CountDownLatch to complete.
Start the next coordinator only once the previous shutdown is complete.

When producing the next block, the previousBlockHeader.number + 1 needs to be used to query the transition forkSchedule.
This is because the list of validators associated with each forkSchedule may be a different set to the current block.
This commit changes the implementation for getValidatorsAfterBlock to support this and points getValidatorsAtHead at this implementation.
Note getValidatorsForBlock's forkSchedule query is unchanged since we have already mined the block at the point this is called (e.g. for RPCs qbft_getValidatorsBy...).
For TransactionValidatorProvider, we need to use the next block's contract address but still use the previous block's validators in the contract call itself.
Querying validators using afterBlock vs forBlock may yield different (blockNumber -> validatorAddresses) combinations when transitioning into CONTRACT mode.
There we also split TransactionValidatorProvider validatorCache into two caches.
Add special case to ForkingValidatorProvider (BlockValidatorProvider.hasValidatorOverridesForBlockNumber) to support transitioning to blockheader mode with some validator overrides. This might be needed if the current validator set loses quorum and we
are no longer able to vote new ones in.
New integration test cases for validatorselectionmode transitions:
- contract -> contract
- contract1 -> blockheader -> contract2
- contract1 -> blockheader with overridden validators -> contract2

During the transition from contract mode to block header mode, when creating the extra data for a new block, we need to look ahead to the next block's voteProvider to obtain the nonEmpty one associated with the BlockValidatorProvider.
This only applies to ForkingValidatorProvider which is currently only used for QBFT. However, we don't want QBFT to know it's using a ForkingValidatorProvider. Therefore we need to implement getVoteProviderAfterBlock on the ValidatorProvider interface even though it's implementation is equivalent to getVoteProvider.
