Call the shutdown task async to allow the BftProcessor CountDownLatch to complete.
Start the next coordinator only once the previous shutdown is complete.

Migrate the jump dest analysis cache into a more generic code cache that
lives inside the EVM.
This is in preparation for Ethereum Object Formats where a string of
code may be treated differently depending on what EVM version is
executing the code. Newer versions will also have difference analyses to
run that will need different backing data structures.

When evaluating transactions to include in a block, a warn log message was evaluated for any transction found to be invalid. This was excessively noisy if the base fee had increased as many transactions were considered invalid.

When asking for the forkId for the chain head sometimes we may return
null. In those cases return an empty list.
