decoupled parent block header from block creators
optionalized some fields of ProtocolSchedule constructor, which will allow us to reduce number of constructors later.
Refactored JsonBlockImporterTest so it can provide a BesuComponent
ProtocolScheduleBuilder optionalizes the default chainid
Blocks SubCommand is now Dagger aware
Creates but rarely uses ProtocolSpec and ProtocolSchedule modules. Deeper adoption pending.
Adds a Coinbase module with fixed values for use in testing.
Introduces an EthereumCoreComponent, to be used as a subcomponent of BesuComponent in the future.
Introduces a MiningParameters module with common static values used by tests. Removes MiningParameters static constructor.

Change the unit test execution to use the Junit5 JUnitPlatform. This
allows for a mix of junit 4 and junit 5 tests and for a gradual
migration to junit 5 instead of a big bang. One class depended on
junit 4 exceptions and was updated. Two tests depending on
native libraries fail gracefully on mac (and only mac).

Implemented getPositiveInt function in JsonUtil to validate a JSON positive number value. Using this function, the blockperiodseconds should now be validated whenever retrieved from the genesis config, including transitions.

The IBFT2 configuration section of a genesis file has been updated
to allow the specification of a block reward (defaults to 0) and also an explicit
recipient (defaults to the block proposer).
The block reward can be specified as a hex string (with 0x prefix) or a decimal
string (no prefix), and is defined in Wei.
These values are not modifiable for the duration of the network.

Upgrade dependency versions
* All version information is merged into one place
* Upgrade most version to their latest non-test version.
* dependencies are now sorted
Two dependencies were not upgraded:
errorprone - There are new checks that require build or source changes.
vertex - The license to eclipse 2.0 which is not in our current approved license list.
The change is trivial but for tracability it should be done alone.

* Make GenesisConfigFile responsible for handling all the content in the genesis config file and rename GenesisConfig to GenesisState as it is now just responsible for creating the initial state at genesis.
* In CliqueProtocolController, pass the network ID to EthProtocolManager instead of the chain ID and use downloader parallelism setting instead of network ID for the number of threads.
