Why: * For API users to be able to get event logs in an Etherscan-compatible way. * Issue link: https://github.com/poanetwork/blockscout/issues/138 This change addresses the need by: * Editing the router to add support for `/api?module=logs&action=getLogs...` calls. * Adding a new `API.RPC.LogsController` to handle log related requests. * Adding `API.RPC.LogsView` * Adding `Explorer.Etherscan.Logs` where we've added functions to help us fetch logs as required by the supported filter parameters.
