That is, do not reuse the existing one, because it may be shared by
multiple header instances. The goal here is to make it safe to
value-copy header structs.
Also introduce NewHeader and NewHeaderWith functions. The latter is
friendlier for create-and-initialize expressions, and can be used
in place of the old &Header{field: value, ...} syntax.
