Update bim/setup_dev.sh

- Remove OpenCollada
- Update xeokit-metadata to 1.0.0. which brings metadata for the
  app that created the IFC and more.
- Update installation instructions for .NET runtime which now is
  version 3.1, as required by xeokit-metadata
