Add `memory` as an option for `--key-value-storage`. This is useful in
small network synchronization tests as memory is faster and is easier to
inspect via a debugger.

With future storage needs in mind change `createPruningStorage` to a
more generic `getStorageBySegmentIdentifier` method where the segment
identifier is the argument. For now that's just pruning storage as
world state needs a specific return type.

Add the protocols section to admin_peers. This involved plumbing
EthPeers through where we were previously using the P2PNetwork to get
our data. Hence most of the PR is DI refactoring.

Update eth_gasPrice to return the median gas price of transactions in
the last several blocks (or whole chain if the chain is short). If there
are no TXes return the old value. Block window and percentile are CLI
configurable.

For every block produced and imported directly log the same information
we would get from other import paths.

Allows nodes in a network to not strictly prefer older peers. This
helps break up impenetrable cliques in small, stable networks (private
networks often fit this description). We generate a random mask for the
lifetime of the process and use that to xor against the nodeId of a
potential peer. The desired behavior of the network is that some of the
nodes will allow the new peer to make an inbound connection but that
peer can't try to farm a nodeId that would make prioritize it over all
other peers in a guaranteed fashion.

Add starting and ending blocks options to import. The command will only
import blocks within the [start, end) range specified in the CLI when

This PR add the support to DNS. By default Besu refuses the use of a DNS but it is possible to use it by adding the following flag --Xdns-enabled=true. Adding this flag will resolve the hostname when starting besu and then it won't change
If there is a need for a more dynamic update (eg for permissioning) add also this flag --Xdns-update-enabled = true ( this will query the DNS every time. So you must trust the DNS on which you are looking for the IP)
