Use curl to signal parallel build is done to coveralls.io

Using `curl` in a job instead of the `notify` `webhook` allows us to
interpolate the COVERALLS_REPO_TOKEN instead of disclosing it in the
config.yml.

Use KronicDeth/excoveralls@circle-workflows because upstream hex.pm
excoveralls does not properly support parallel jobs run in separate
Workflow jobs.
